Research firm Gartner predicts global PC sales will only rise 3.8 percent this year. The economy plays a big part, especially in the U.S., where over half of all PC sales are rung up. Also, the next version of Windows won’t be out until late next year, so even if you or your business has the capacity to buy a computer, chances are you can wait for the upgrades to start shipping. In fact the first looks people have been getting about Windows 8 all point to a touch screen device.
