If the plan would have listened to Bobby Jindal instead of that idiot Obama and his band morons the numbers would be less damaging. While the #1 objective must be to stop the flow a close second should have been to do whatever it took to keep it off shore. If we could have done that the ocean can heal itself as we are seeing demonstrated.
