In car news, Congress is looking into curbing the problem of distracted driving, and a Chinese automaker may buy into GM’s upcoming IPO. In D.C., some lawmakers want a biennial budget and we look at what the Federal Reserve can do about its monetary policy. We looked at the latest housing numbers and apartments.
