The "reform" president

Social Security may be the President's priority, but he also wants to reform Medicaid, the health program for the poor. Specifically, Bush says he wants to reign in state accounting practices that cheat the federal government. So is that happening? Helen Palmer reports from the Health Desk at WGBH. Also, President Bush doesn't have a plan to cover the millions of Americans without health insurance. But commentator Jonathon Weiner says some of his other policies could make an unexpected difference.
