SCOTT JAGOW: European Union environment ministers have agreed to cut greenhouse gas emissions. The goal is cut emissions 20 percent below 1990 levels by 2020. Our European correspondent Stephen Beard says it’s clear the E.U. wants to take a global lead on this issue.
STEPHEN BEARD: Since the U.S. and China — two major emitters of greenhouse gases — have so far refused to cap them, many Europeans feel that it’s really down to Europe to do something to kickstart the negotiations to find a replacement for the Kyoto Protocol, which expires in 2012.
As yet there is nothing to follow that protocol.
JAGOW: The E.U. says its target could be pushed to 30 percent if other Western countries sign onto the idea.
