U.S. Housing and Urban Development Secretary Ben Carson is scheduled to appear on Capitol Hill Wednesday, testifying before committees in both the House and Senate on the Trump Administration’s proposed budget for 2020. It would cut funding for HUD by more than $8 billion. The proposal includes a plan to require recipients to work in order to qualify for benefits, something that Congress rejected even before the Democrats took control of the House.
