On the eve of the one year anniversary of the most devastating hurricane in Puerto Rico’s history, the General Accounting Office report confirms that more than half the Federal Emergency Management Agency ‘s workers didn’t have the experience to do their jobs. And with more catastrophic events happening closer together, things could get worse.
