Security officer Steven Long (L) with VMA Security Group stops to meet with a resident as he patrols the Sequoyah Hills neighborhood on October 7, 2013 in Oakland, California. As crime continues to rise in Oakland and an understaffed police department struggles to meet the needs of the city's residents, neighborhoods are beginning to band together to hire private security firms to patrol their streets.
