But if the bombings are officially labeled a terrorist act by the Treasury Department, many businesses could be out of luck. Japan has given the green light to Boeing’s Dreamliner. The plane has been grounded all over the world since January due to battery malfunctions. And when we use the phrase “tax expenditure” what are we really saying?
