Can someone fill me in on the name of a loan program, either for seniors or low income people, that will give you a tax free loan to make energy efficient improvements or buy energy efficient appliances Thank you.

my son has been accepted to a graduate program, but he was unable to get any assistantship funding due to late acceptance. consequence, he will have to fund the entire year through loans(40,000+). due to the job market he has not been able to find employment, since graduation(other than summer job). should he wait till next school year and apply early in hopes of getting more financial assistance or go ahead and borrow so he will be able to enter the job market a year sooner with this new graduate degree(2 yr program)?it appears that this year if he had had this grad degree he would have had more job openings to apply.
