Congress could release its plans for an immigration overhaul as soon as next week. The bill would reportedly tighten border security and offer a pathway to citizenship for the million of people in the U.S. illegally. Meanwhile, in Brazil, lawmakers are trying to overhaul their immigration system as well – but in a very different way.
