Texts for 9-1-1 emergencies

The FCC says it wants to allow people to use text messaging to report emergencies the way people dial 911 on their phones now. They also want to let people stream video to emergency professionals. It would be the latest overhaul to the system since carriers were required to give emergency numbers the GPS location of people who dialed 911 on their cell phones. There are a lot of unanswered things here – how much it will cost, whether this will be federal requirements or helpful advice.
