The European Commission is giving $1 billion to the Human Brain Project, an effort to build a computer model of the human brain. The Pentagon wants to nearly quintuple the size of its cyber command. Experts acknowledge the seriousness of cyber threats, but disagree on the necessity of 4,000 new hires at a time of tight budgets.
