But there's a man in Dripping Springs, Texas with an unorthodox proposal to address the record water shortages that have gripped much of his state: Collecting rainwater. He installs systems for his neighbors in the hill country west of Austin, and sells "bottled cloud juice" to cafes and hotels in the city.
