A new report from the Department of Homeland Security's inspector general says that the department's focus on terrorism left it unprepared to deal with Hurricane Katrina. The study found that FEMA provided "record levels of support," but said untrained staff, unreliable communication systems, and poor coordination hampered the agency. Dan Grech reports.
