State insurance commissioners are still working on setting a rule with the new health care reform that will clearly specify what expenses insurance companies can count as health care. As Nancy Marshall Genzer reported, it’s a complicated debate. Bill Gates and Warren Buffett are trying to urge their wealthy counterparts to be philanthropic, but Chinese billionaires aren’t budging. Are they just being stingy, or is something else going on?
