Two big banking and tax stories today. Central bankers have agreed to force banks to triple their amount of capital reserves — spare cash they can use in a crisis. House Minority Leader John Boehner has signaled that he may be open to compromising on proposed tax cuts. No such luck in the U.K., where unions are considering going on strike against budget cuts.
